Telegram founder reaffirms privacy stance and legal cooperation

Telegram founder and CEO Pavel Durov addressed recent concerns about changes to the platform’s privacy policy, affirming that Telegram remains committed to protecting its users while cooperating with legal authorities. 

Durov emphasised that Telegram was created to shield activists and ordinary users from “corrupt governments and corporations” but made clear that the platform does not allow criminals to misuse its services. 

“Telegram was built to protect activists and ordinary people from corrupt governments and corporations. We do not allow criminals to abuse our platform or evade justice,” Durov stated. 

He added that since 2018, the messaging platform has been able to provide IP addresses and phone numbers to law enforcement in cases where legal requests are properly verified. 

This clarification follows discussions around Telegram's cooperation with legal authorities. 

Durov explained that Telegram has adhered to more than 200 legal requests in Brazil and processed nearly 7,000 requests in India, its largest market, this year. 

He also noted that cooperation with European authorities increased significantly in 2024, particularly under the EU's Digital Services Act. 

Regarding his arrest in August 2024, Durov explained that the charges were related to content moderation issues, particularly illegal content like child pornography and drug sales, rather than cryptocurrency, as some had speculated. 

The incident heightened scrutiny of Telegram’s content control and privacy policies. 

Despite this, Durov reassured users that the platform's core principles remain unchanged. 

“Our core principles haven’t changed,” Durov affirmed, underscoring that while Telegram complies with relevant local laws, it remains dedicated to protecting user privacy and freedom. 

The company recently streamlined its privacy policy to align with these principles across different regions.
